Yes, your valves won't perform as expected with a malfunctioning lifter but that is beyond the scope of this guide and we are only proving the centerline of the cam. Valve height, valve seats and lifter operation can all affect the final outcome. Your second question I'm not sure what you are asking but you shouldn't have any problem resetting the timing belt following the timing belt FAQ. This guide is for those that have adjustable sprockets and want to fine tune the cam timing.
